• انطلقت اليوم الجمعة اجتماعات الهيئة العامة للائتلاف الوطني لقوى الثورة والمعارضة السورية في دورتها الـ٢٦، ويبحث أعضاء الهيئة العامة في اجتماعاتهم الوضع الميداني وخاصة بعد العدوان الروسي الإيراني جواً وبراً، كما يناقش الأعضاء التحرك السياسي حول سورية بما في ذلك موتمر فيينا ومؤتمر الرياض المزمع عقده منتصف الشهر القادم، وقد قدم رئيس الائتلاف خالد خوجة تقريره الرئاسي عن نتائج جولاته السياسية الأخيرة.

• أعرب الائتلاف الوطني السوري عن شعوره بالصدمة للتصريح الذي أدلى به المرشح الجمهوري لانتخابات الرئاسة الأمريكية بن كارسون والذي شبّه الهاربين من قصف الأسد بـ"الكلاب المسعورة"!، وأكد الائتلاف أن تلك الأقوال تفتقر إلى اللباقة والحسّ الإنساني السليم الذي يستدعي إدانة ديكتاتور سورية بشار الأسد الذي تسبّب في قتل ٤٠٠ ألف مدني وتهجير ما يزيد عن نصف الشعب السوري، وليس المسّ بضحاياه، ودعا الائتلاف إدارة الرئيس أوباما والكونغرس والحزبين الجمهوري والديمقراطي لإدانة تلك التفوّهات، والتمييز بين الهاربين من طغيان الأسد والجهات التي تستغل معاناة الشعب السوري للقيام بأعمال إرهابية مُدانة.
المشهد الإقليمي:
• ذكر تلفزيون "العربية" أن المملكة السعودية ستستضيف مؤتمرا يهدف لتوحيد المعارضة السورية في منتصف كانون الأول، وقال عبد الله المعلمي مندوب السعودية في الأمم المتحدة لتلفزيون العربية: إن السعودية حريصة على جمع شمل المعارضة السورية ومساعدتها على التقدم بكلمة واحدة وموقف موحد، وأضاف أن المؤتمر سيشمل كل أطياف المعارضة بما في ذلك شخصيات مقيمة داخل سوريا، ورفض المعلمي تحديد تاريخ للمؤتمر، لكن مسؤولا بالحكومة السعودية قال إن من المتوقع عقده في 15 كانون الأول.
• قال رئيس الوزراء التركي أحمد داود أوغلو للصحفيين اليوم الجمعة إن تركيا استدعت السفير الروسي احتجاجا على قيام طائرات روسية بقصف شديد لقرى التركمان في شمال سوريا، وقالت الخارجية التركية في بيان منفصل إن الهجمات التي استهدفت قرى للتركمان يمكن أن تكون لها عواقب وخيمة، ودعت إلى وقف العملية فورا، وقال أوغلو إن أربعين قرويا تركمانيا أصيبوا بجروح جراء الضربات الروسية، وشدد على حساسية أنقرة في موضوع هذه الإتنية التي تعيش في قرى واقعة على الحدود التركية السورية.
• أكد نائب رئيس حزب العدالة والتنمية والناطق الرسمي باسم الحزب عمر جيليك، أن الأجندة التركية خالية من فكرة الاقتحام البري للقوات التركية إلى الأراضي السورية، وذلك خلال مؤتمر صحفي عقده عقب انتهاء اجتماع مجلس إدارة الحزب برئاسة أحمد داود أوغلو، وشدد جيليك حسب ترك بريس، على أن الأزمة السورية لا يمكن حلها إلا من خلال الحوار السياسي، منوها بضرورة الإسراع في إيجاد مخرج للقضية السورية، وحذر جيليك من فشل المجتمع الدولي في إيجاد حل سياسي للقضية السورية، حيث ستصبح المنطقة معرضة لأن تكون أفغانستان ثانية.
• اعتبر مستشار رئيس الوزراء التركي طه جينك، التدخل الروسي في سورية "حاسماً" في إبقاء نظام الأسد على قيد الحياة، لافتاً إلى أنه جاء بعد أن لاحظ الكرملين أن قوة الأسد تتهاوى أمام المعارضة المعتدلة، التي حققت منجزات على الأرض، دفعتها إلى السيطرة على نحو 70 في المئة من الأرض السورية، مقراً بأن التدخل الروسي عقّد الملف السوري أكثر، وأكد طه جينك في حوار مع صحيفة "الحياة"، أنه لا بد من قول فصل للدول الكبرى بعد التدخل الروسي، إلا أن تنسيق الأتراك والسعوديين والقطريين في ما بينهم، بدعم المعارضة المسلحة، سيفضي إلى دفع الأمور نحو تحسن أكبر، في إشارة منه إلى التعجيل بحل سياسي، وقال: إن رؤيتنا في موضوع دعم المعارضة السورية واحدة، فتركيا والسعودية، وأيضاً قطر متفقة في هذا الموضوع، ولكن التدخل الروسي غيّر الموازين في الموضوع السوري، متوقعاً أنه لن يكون هناك حل إلا إذا كانت هناك رؤية دولية واضحة في هذا الموضوع من الدول الكبرى، لافتاً إلى أن موضوع سورية تم تداوله في القمة مع رؤساء الدول الكبرى.
• جدد مجلس الأمن الدولي، دعوته جميع الأطراف اللبنانية إلى ضرورة التمسك بسياسة النأي بالنفس والامتناع عن أي تورط في الأزمة السورية (وفقا لإعلان بعبدا الصادر في يونيو/حزيران 2012)، وجاءت دعوة مجلس الأمن، عقب مناقشة ممثلي الدول الأعضاء بالمجلس تقرير الأمين العام للأمم المتحدة بان كي مون بشأن تنفيذ القرار 1701 (الخاص بإنهاء العمليات العسكرية بين منظمة حزب الله اللبنانية وإسرائيل في صيف 2006) والذي حذر فيه بان كي مون من خطورة مشاركة "حزب الله" الإرهابي في الصراع الدائر في سوريا منذ مارس/آذار 2011، وقدم الأمين العام يوم الاثنين الماضي، تقريرا إلى مجلس الأمن الدولي، تحدث فيه عن التداعيات الخطيرة لبقاء السلاح في أيدي "حزب الله" الإرهابي، خارج سيطرة الدولة اللبنانية، وقال بان كي مون في التقرير، إن تسلّح "حزب الله" الإرهابي يشكل انتهاكًا لقرارات مجلس الأمن ذات الصلة، ويقوض قدرة الدولة على بسط سيادتها وسلطتها بشكل كامل على أراضيها.
• أوقفت وزارة الداخلية الكويتية خلية مكونة من ستة أشخاص، يرأسها لبناني، واعترف أفرادها بإبرام صفقات لشراء أسلحة فيها صواريخ مضادة للطائرات محمولة على الكتف، لصالح تنظيم الدولة، وأعلنت أن أربعة أشخاص من الخلية موجودون خارج الكويت، وقالت الإدارة العامة للعلاقات والإعلام الأمني بوزارة الداخلية الكويتية، إن الأجهزة الأمنية المختصة تمكنت من إلقاء القبض على أحد المقيمين وهو لبناني الجنسية يدعى أسامة محمد سعيد خياط (من مواليد الكويت 1975)، بتهمة انضمامه لتنظيم "داعش" الإرهابي، وسجلت الداخلية الكويتية، أن المتهم أدلى خلال التحقيقات باعترافات تفصيلية كشف فيها أنه عقد صفقات لشراء أسلحة وصواريخ من نوع (FN6) لصالح التنظيم، وتابعت أنه على اتصال دائم مع قياديي تنظيم "داعش" الإرهابي في سوريا، كما أقر المتهم باعترافات كاملة بعقد هذه الصفقات في أوكرانيا، ومن ثم شحنها إلى تركيا، ومنها إلى تنظيم "داعش" في سوريا، وأفادت أن المتهم اعترف بطباعة طوابع وتصميم أختام عليها شعار "داعش"، وتحويل المبالغ إلى حسابات في تركيا وسوريا.
• أعلن الكرملين أن الرئيس فلاديمير بوتين سيلتقي الاثنين المرشد الأعلى الإيراني آية الله علي خامنئي في إطار زيارة إلى طهران، وأثناء هذه الزيارة سيبحث الرئيس الروسي مع المرشد الأعلى مسائل تتعلق بالعلاقات الثنائية خاصة في مجالات الطاقة النووية والنفط والغاز وكذلك التعاون الروسي الايراني في قطاع الدفاع، كما صرح يوري أوشاكوف مستشار الكرملين، وأضاف مستشار الكرملين أن بوتين الذي سيجتمع أيضا مع الرئيس الإيراني حسن روحاني، لم يلتق خامنئي سوى مرة واحدة في العام 2007، وتأتي زيارة بوتين إلى إيران في وقت تكثف فيه الدبلوماسية الروسية جهودها بشأن الملف السوري.
• زعم علي سعيدي، ممثل المرشد الإيراني (علي خامنئي) في الحرس الثوري، أنه لولا تدخل بلاده في سوريا، لكانت ضاعت، إيران والعراق ولبنان، وسوريا، وأفادت وكالة فارس للأنباء (شبه رسمية)، أن سعيدي، شارك في مراسم ذكرى مقتل القائد العسكري في الحرس الثوري الإيراني حسين همداني، في مدينة همدان الإيرانية، الذي قتل في معارك بسوريا، حيث أوضح سعيدي أن جيش بلاده تدخل في سوريا، لحماية الأمن الإيراني، حسب تعبيره، وأشار ممثل سعيدي، في حديثه أن المرشد الأعلى للثورة الإيرانية، اعتبر أن سوريا تمر من خط مقاومتنا، ولذا فإنها تشكل أهمية كبيرة لأمننا، وعواطفنا، ومسؤولياتنا، التي تحتم علينا الحفاظ عليها.
المشهد الدولي:
• أعلن مبعوث الأمين العام الخاص إلى سوريا استيفان دي ميستورا، أن اجتماعًا سيعقد بالمملكة العربية السعودية منتصف ديسمبر/كانون الأول المقبل، بمشاركة ممثلي المعارضة السورية المعتدلة للتشاور بشأن أي مفاوضات مقبلة مع نظام الأسد، وفي تصريحاته للصحفيين، عقب جلسة مشاورات مع رئيس الجمعية العامة للأمم المتحدة مونز لوكوتوفت، قال دي ميستورا، إنه قدم عرضًا لرئيس الجمعية العامة وأعضائها، حول اجتماعات فيينا وخارطة الطريق السياسي بشأن سوريا، وأكد في تصريحاته بمقر المنظمة الدولية بنيويورك أن مشاركة جماعات المعارضة في المفاوضات ستكون على طاولة المناقشات التي ستعقد في الرياض منتصف الشهر المقبل، وأيضًا في عدد آخر من العواصم (لم يسمها)، وأضاف أنه من المؤكد أن هذه المناقشات تمثل فرصة للمعارضة السورية أن يأتوا معًا أكثر استعدادا وبشكل شامل قدر الإمكان، مشيرًا إلى أن لدينا قائمة لحكومة الأسد تتكون من 40 شخصًا، ومن المهم الآن أن تكون لدينا قائمة شاملة وواسعة تمثل المعارضة.
• أقرت الجمعية العامة للأمم المتحدة الليلة الماضية مشروع قرار يدين الهجمات التي تستهدف المعارضة السورية المعتدلة ويدعو لوقفها على الفور، ويعتبر القرار -الذي أيدته 115 دولة مقابل رفض 15 فقط- أن مهاجمة المعارضة السورية المعتدلة تخدم مصالح تنظيم "الدولة الإسلامية" وجبهة النصرة، وأعد القرار بصيغة تستهدف بشكل واضح روسيا التي تقصف قوات المعارضة في سوريا منذ شهرين، في الوقت الذي تدعي فيه أنها تهاجم تنظيم الدولة فقط، وحمل القرار نظام الأسد المسؤولية عن أغلبية الإصابات التي تحدث في صفوف المدنيين، وطالب بوقف جميع انتهاكات التي يرتكبها نظام الأسد، خصوصا ما يتم منها بواسطة استخدام البراميل المتفجرة والأسلحة الكيميائية، كما ندد القرار أيضا بكل المقاتلين الإرهابيين الأجانب والقوى الأجنبية التي تقاتل باسم نظام الأسد، خاصة ألوية القدس والحرس الثوري الإيراني وجماعات متشددة مثل "حزب الله" الإرهابي، وطالب القرار المتشددين الأجانب بمغادرة الأراضي السورية فورا، كما هاجم تنظيم الدولة وجبهة النصرة بسبب الانتهاكات والأعمال الوحشية التي يرتكبانها، لكن معظم الانتقادات استهدفت نظام الأسد.
• أعلن وزير الخارجية الأمريكي جون كيري، أن فصائل المعارضة السورية ستجتمع عن قريب لاختيار ممثليهم للتفاوض مع النظام حول عملية تحول سياسي داخل البلاد، خلال مدة لا تزيد عن أسبوعين، وقال كيري في مؤتمر صحفي عقده، أمس، عقب جلسة مغلقة له مع لجنة الاستخبارات في مجلس الشيوخ الأمريكي إنه من المتوقع أن يكون هنالك مؤتمرا لجمعهم في الأيام القليلة القادمة، ربما خلال أسبوع إلى عشرة أيام أو أسبوعين، وفيما يتعلق بقرار مجلس النواب الأمريكي الخاص بوقف استقبال اللاجئين السوريين، الذي صدر أمس الخميس، قال الوزير إننا جميعا قلقون على أمننا القومي، ولهذا فقد وضعنا منذ أمد طويل أقوى متطلبات للتدقيق (في خلفيات اللاجئين) في العالم أكثر من أي بلد آخر، واستنكر كيري خطاب الجمهوريين عن إمكانية تسلل إرهابيين ضمن اللاجئين الذين ستستقبلهم بلاده، واعتبر أنه من غير اللائق لبلاده أن نرتعب وأن ندير ظهورنا لقيمنا العليا الأساسية.
• قال وزير الخارجية الأميركي جون كيري إن الولايات المتحدة لديها القدرة على تحييد تنظيم "الدولة الإسلامية" على نحو أسرع بكثير ما فعلت مع تنظيم القاعدة، وأضاف كيري للصحافيين: سنهزم "داعش"، قلنا دائماً إن الأمر سيستغرق وقتاً، موضحاً أننا بدأنا قتالنا ضد القاعدة في 2001 واستغرق الأمر منا بضع سنوات قبل أن نتمكن من القضاء على بن لادن وكبار القادة وتحييدهم قوة فاعلة، ونأمل أن نفعل ذلك مع داعش لكن على نحو أسرع، إذ نعتقد بأنه لدينا القدرة على عمل ذلك.
أعلنت الخارجية الأميركية، أن مصير بشار الأسد سيتقرر خلال الاجتماعات الدولية المقبلة حول سوريا، دون أن تحدد متى أو أين ستعقد هذه الاجتماعات، وقال المتحدث باسم الخارجية جون كيربي خلال مؤتمر صحفي، إن دور الأسد يبقى مسألة بحاجة لأن تحل، نحن نقر بذلك، مضيفا أن دور الأسد في المرحلة الانتقالية سيتقرر خلال جلسات المحادثات المتعددة الأطراف التي سيتواصل عقدها، وتابع، أننا نريد عملية انتقالية إلى حكومة دون الأسد، وتكون ممثلة للشعب السوري وتستجيب لتطلعاته.
• طالبت وزيرة الخارجية الأمريكية السابقة، هيلاري كلينتون، والمرشحة للانتخابات الرئاسية الأمريكية المقبلة، بإقامة منطقة عازلة على الحدود السورية التركية لحماية المدنيين، وأشارت كلينتون خلال كلمة لها في مجلس العلاقات الخارجية بمدينة نيويورك حول سياستها للأمن القوي ومحاربة "داعش"، إلى أن الحملة الجوية التي يشنها التحالف الدولي ضد "داعش" في العراق وسوريا غير كافية، ودعت إلى إرسال قوات أمريكية خاصة بشكل فوري إلى سوريا لدعم وتدريب المعارضة السورية المعتدلة، وكشفت عن الخطوط العريضة لسياستها الأمنية ومحاربة "داعش" في حال انتخابها رئيسة للولايات المتحدة في الانتخابات المقبلة، وأشارت كلينتون إلى أن سياستها في هذا الصدد على 3 مستويات تتضمن دحر "داعش" في سوريا والعراق وجميع فروع التنظيم في العالم، وتجفيف منابعه المالية ووقف تدفق المقاتلين الأجانب إليه، بالإضافة إلى تعزيز التعاون الأمني والاستخباراتي بين الولايات المتحدة وحلفائها في الشرق الأوسط.

أفاد مراسل الدرر الشامية، قبل قليل، بأنّ البوارج الروسية قصفت بالصواريخ مناطق مختلفة في ريفي حماة وإدلب، ما أسفر عن سقوط ضحايا بين المدنيين.
