المشهد المحلي:
• أوضحت نائب رئيس الائتلاف الوطني السوري نغم غادري أن الائتلاف متمسك بالعملية التفاوضية وفق بيان جنيف القاضي بتطبيق هيئة حكم انتقالية كاملة الصلاحيات بما فيها صلاحيات رئيس الجمهورية، تفضي لرحيل الأسد وزمرته الحاكمة، وفي لقاء عدد من أعضاء الهيئة السياسية في الائتلاف الوطني وسفيره في إيطاليا بسام العمادي مع المبعوث الإيطالي الخاص إلى المعارضة السورية ميشيل فابريزو، تم بحث اجتماعات فيينا وموقف الائتلاف منها، وأشارت غادري إلى أن هيئة الحكم الانتقالية هي من ستقود السوريين لمكافحة الإرهاب والقضاء عليه، وأكدت غادري على أن روسيا قصفت في الأمس قافلة إغاثية في إعزاز بريف حلب ونقلت صواريخ (إس 400) إلى الساحل السوري، وهي تهدم مع مرور كل يوم منذ بدء عدوانها على الشعب السوري جسور الثقة، وهذا عكس ما يتوجب عليها من بناء جسور الثقة كونها داعماً قوياً لنظام الأسد وطرفاً أساسياً في مباحثات فيينا.

• أشار أمين سر الهيئة السياسية في الائتلاف الوطني السوري أنس العبدة إلى أن الائتلاف سيعمل بشكل حثيث على إنجاح مؤتمر الرياض لما يمثل ذلك من دعم لأهداف الشعب السوري ومصالحه، وفي اجتماعها المستمر منذ يوم أمس، بحثت الهيئة السياسية استعدادات الائتلاف لاستحقاق مؤتمر الرياض، كما ناقش الأعضاء المقترحات المقدمة حول الأفكار الأساسية للبيان الختامي للمؤتمر ومحددات العملية السياسية، وعبّر العبدة عن أمله بأن يخرج مؤتمر الرياض برؤية موحدة للمعارضة السورية حول مستقبل سورية والعملية السياسية، والتي تستطيع من خلالها ترتيب صفوفها السياسية والعسكرية والمدنية، ووصف نائب رئيس الائتلاف مصطفى أوسو مؤتمر الرياض بالمهم للغاية ويأتي في وقت حساس، مضيفاً إن السوريون يأملون في أن تكون مخرجات المؤتمر تصب في مصلحة الثورة السورية وتلتزم بمبادئها، وتحقق في النهاية تطلعات الشعب السوري بإقامة دولة العدالة والقانون والتي تمنحه الحرية والكرامة.

• قالت مصادر في المعارضة السورية إن هناك أصواتاً داخل المعارضة بدأت تُطالب بتأجيل موعد عقد المؤتمر، الذي تنوي السعودية استضافته بموعد أولي منتصف الشهر المقبل بسبب خلافات بين هذه المعارضة وطريقة تمثيلها، وأشارت المصادر إلى وجود مشكلتين أساسيتين، واحدة مع المعارضة السياسية وأخرى مع العسكرية، لم تجد المشاورات الأولية لهما حلاً، وهو ما يُصعّب مهمة السعودية التي تعتبر نفسها قادرة على التوفيق بين غالبية قوى المعارضة السوريةـ وقالت المصادر لوكالة (آكي) الإيطالية للأنباء: إن المشكلة الأولى مع القوى السياسية السورية المعارضة، وتتعلق أساساً بالتنافس، وهي تمسّك كل من ائتلاف قوى الثورة والمعارضة السورية بالأكثرية وإصرار هيئة تنسيق قوى التغيير لديمقراطي أن تكون ممثلة بشكل مناسب ولا يقل عن الائتلاف، وأضافت المصادر أن المشكلة الثانية هي مع العسكريين من المعارضة الذين يصرّون على أن يكونوا وفداً موحداً كوفد المعارضة، وهو ما يُصعّب المهمة على السعوديين، وفق قولها.

• قالت القاهرة إنها سترفع للسعودية أسماء مجموعة "إعلان القاهرة"، التي اجتمعت في العاصمة المصرية في يناير/كانون الثاني الماضي؛ وذلك لإدماجها في ضمن وفد المعارضة السورية، الذي من المقرر أن يخوض مفاوضات مع نظام الأسد أوائل العام المقبل، وأفاد المتحدث الرسمي باسم وزارة الخارجية المصرية، أحمد أبو زيد، بأن مصر ستوافي الجانب السعودي والدول الأخرى بأسماء مجموعة المعارضة التي اجتمعت بالقاهرة، وحققت شوطاً كبيراً في توحيد مواقفها، كي يبدأ الجهد الخاص بالتوصل إلى فرق تفاوضية واحدة، وهذا ليس أمراً سهلاً، وسيستغرق جهدا كبيراً وصعباً، وحول وجود شروط تركية لمشاركة مجموعة "إعلان القاهرة" للمعارضة السورية في المؤتمر المزمع عقده للمعارضة السورية بالسعودية الشهر المقبل، قال أبو زيد، إنه لا يوجد أي شروط؛ فنحن نتحدث عن إطار جامع، وهو إطار مؤتمر فيينا، وما تم الخروج فيه من توافقات.

• أعلن زعيم كردي سوري أن الأكراد السوريين بحاجة الى تمثيل سياسي وعسكري في المؤتمر الذي تنظمه السعودية للمعارضة السورية الشهر المقبل لأنهم شريك أساسي في المعركة ضد تنظيم الدولة الاسلامية وفي مستقبل سوريا، وقال صالح مسلم الرئيس المناوب لحزب الاتحاد الديمقراطي الكردي إن حزبه لم يتلق بعد أي دعوة رسمية للمشاركة في المؤتمر لكنه ينتظر أن يمثل من خلال هيئة التنسيق الوطنية، وأضاف أن الأهم هو تمثيل الفصائل المسلحة، ويعني هذا أنه يجب السماح بحضور "قوات سوريا الديمقراطية" وهي تحالف مسلح جديد مدعوم من الولايات المتحدة يضم وحدات حماية الشعب الكردية ومقاتلين عربا.

• اعتبر وزير خارجية الأسد وليد المعلم، حادث إسقاط الطائرة الحربية الروسية من قبل سلاح الجو التركي بـ"العدوان الموصوف على السيادة السورية"، معللا ذلك بأن الحادث تم ضمن المجال السوري، متحديا الجانب التركي من تقديم أي دليل يناقض كلامه، واتهم المعلم خلال مؤتمر صحفي مع وزير الخارجية الروسي سيرغي لافروف بموسكو، تركيا بتأمينها تهريب النفط المسروق من سوريا والعراق من قبل تنظيم الدولة إلى الأراضي التركية، ومنها إلى الموانئ الأخرى، كما اتهمها بدعم التنظيمات الإرهابية بالسلاح، وتسهيل مرور عناصرها عبر أراضيها مع تأمين المأوى لعائلاتهم، حسب زعمه، وأعرب المعلم عن تضامنه مع الشعب الروسي، مؤكدا تصريحات الرئيس الروسي بوصف ما قامت به تركيا "طعنة في الظهر"؛ حيث قال المعلم إننا نتعرض لمثل هذه الطعنات منذ خمس سنوات، على حد قوله.

• رحب وليد المعلم وزير خارجية الأسد بتصريحات وزير الخارجية الفرنسي لوران فابيوس حول إمكانية مشاركة عصابات الأسد في مكافحة تنظيم "داعش"، وقال المعلم خلال مؤتمر صحافي مع نظيره الروسي سيرغي لافروف في موسكو ، إن كان فابيوس جادا في التعامل مع "الجيش السوري" والتعاطي مع قوات على الأرض تحارب "داعش" فنحن نرحب بذلك، مشيرا إلى أن ذلك يتطلب تغييرا جذريا في التعاطي مع الأزمة السورية، حسب وصفه، وقال المعلم إننا منذ بداية الأزمة في سوريا كنا نقول إن أوروبا اخطأت بالتعاطي مع هذه الأزمة، وبأن الإرهاب سيرتد على داعميه، مضيفا: الآن أن تأتي متأخرا خير من ألا تأتي، على حد تعبيره.



المشهد الإقليمي:
• قال الرئيس التركي رجب طيب أردوغان، إن على الرئيس الروسي فلاديمير بوتين ألا يلعب بالنار ولا يجب أن يستغل قضية إسقاط تركيا لطائرة حربية روسية، وذلك بعد اتهام بوتين لتركيا، باستهداف الطائرة الروسية في الأجواء السورية ودعم الإرهاب في سوريا وشراء النفط من تنظيم "داعش"، وقال أردوغان: لقد طلبت الاتصال الهاتفي ببوتين يوم إسقاط الطائرة، لكن الجانب الروسي لم يعطنا جوابا حتى الآن، وسوف تنعقد قمة المناخ في باريس، الاثنين المقبل، وأعتقد أنه سيحضر القمة، ويمكننا اللقاء، وذلك في كلمة بثها التلفزيون التركي ونقلتها وكالة أنباء "الأناضول" التركية الرسمية، وتابع أردوغان أن على روسيا أن تعلم أننا على دراية بمكرها الكامن وراء تعزيز وجودها العسكري في سوريا بذريعة إسقاط الطائرة، وتصريحات بوتين غير مقبولة فنحن لم نتعمد إسقاطها، وعن اتهام روسيا لتركيا بشراء النفط من تنظيم "داعش"، قال أردوغان إننا لسنا عديمي الكرامة لنشتري النفط من منظمة إرهابية وعلى الذين قذفونا بهذا الافتراء أن يعوا أنهم مُفترون.

• أكد الرئيس التركي رجب طيب أردوغان أن ادّعاءات الرئيس الروسي فلاديمير بوتين فيما يخص شراء تركيا للبترول من تنظيم داعش هي ادعاءات كاذبة، وقال أردوغان في لقاء تلفزيوني مع "قناة 24" الفرنسية، إن لدي وثائق من وزارة الخزانة العامة الأمريكية، تشير إلى أن الشركات الروسية بالتعاون مع تنظيم "داعش" تقوم ببيع البترول لنظام الأسد، وأضاف أن هذه الادّعاءات والأكاذيب التي قام بها بوتين لا تليق بالسياسة، كما أنها لا تليق برجل في مثل مقامه، فنحن لا نقبل على أنفسنا أن نتعامل مع تنظيم إرهابي، ولا نقبل على أنفسنا أن نشتري بترولا يتم بيعه بطريقة غير شرعية، ولكن حسب الوثائق فإن روسيا تتعامل مع هذا التنظيم، وتقبل ذلك لنفسها، ورفع أردوغان في معرض حديثه عن الموضوع سقف التحدي مع بوتين، قائلا: إن تمكّن بوتين من إثبات ما جاء به فإنني سأستقيل من منصبي، فهل سيستقيل بوتين من منصبه في حال لم يستطع من إثبات صحة ادّعاءاته؟ فنحن نعيش بشرفنا، وسنقبى نعيش كذلك.

• أعرب الرئيس التركي رجب طيب أردوغان عن اسفه لعدم رد الرئيس الروسي فلادمير بوتين على اتصالاته الهاتفية بعد أن أسقط سلاح الجو التركي طائرة روسية على الحدود السورية، وقال أردوغان في مقابلة مع قناة "فرانس 24" الفرنسية إنني وبعد الواقعة اتصلت ببوتين لكنه حتى الآن لم يرد على الاتصال الهاتفي، وأضاف أننا كنا ربما منعنا بطريقة أخرى هذا الانتهاك للمجال الجوي لو عرفنا أن الأمر يتعلق بطائرة روسية، وفق ما أفادت "وكالة فرانس برس".

• اتهم رئيس حزب الحركة القومية التركي، دولت باهجه لي، روسيا بارتكاب مجازر بحق تركمان سوريا، بذريعة محاربة الإرهاب، مبديًا دعمه للحكومة من أجل الدفاع عن التركمان، ومطالبًا إياها بالدفاع عنهم حتى النهاية، وانتقد باهجه لي، تصريحات الرئيس الروسي فلاديمير بوتين، التي وصف فيها إسقاط تركيا للطائرة الروسية بأنه "طعنة في الظهر"، كما اعتبر أن التصريح لا يمتلك أي مصداقية، ويعبّر عن محاولة بوتين الرامية إلى إخفاء جرائمه في المنطقة، كما اعتبر باهجه لي القصف الروسي على المناطق التركمانية في سوريا المتاخمة للحدود مع تركيا، بأنها تصرف بدائي لا يمكن قبوله، مشددًا على أن الشعب التركي لا يمكنه النظر إلى تلك التصرفات الوحشية كأمر طبيعي، أو أن يلتزم الصمت حيال تلك الاعتداءات.

• كشفت مصادر رئاسية تركية لوكالة "رويترز" أن الرئيس التركي رجب طيب أردوغان قد يجتمع مع الرئيس الروسي فلاديمير بوتين خلال قمة المناخ في باريس الأسبوع المقبل لكن لم يتم تحديد موعد، وكان الكرملين أعلن أنّ أردوغان طلب عقد لقاء مع بوتين على هامش قمة المناخ في باريس الاثنين المقبل، من دون أن يوضح ما إذا كانت موسكو قد وافقت على الطلب.

• أنهى سلاح الجو الإسرائيلي، يوم أمس، إحدى أكبر مناوراته العسكرية الجوية والتي جرت على قاعدة سيناريو نشوب حرب واسعة في الشمال، وعلى هامش المناورة، أعلن قائد كبير في سلاح الجو أنَّ إسرائيل لا تأخذ إذناً من أحد عندما تقرّر مهاجمة أهداف في سوريا، وقد انتهت أمس، المناورات الجوية الواسعة التي قالت الصحف الإسرائيلية إنَّه جرى في إطارها تدريب كل أسراب الطائرات الحربية الإسرائيلية على احتمالات الحرب في الشمال، وبحسب موقع "هآرتس"، تدربت الطائرات الإسرائيلية على سيناريوهات شنّ غارات هجومية، وعلى مواجهة صواريخ "أرض ـ جو" ونُظُم دفاع جوّي أخرى، وقالت إنَّ معظم منظومات الدفاع الجوي التي تواجهها إسرائيل في الجبهة الشمالية هي من صنع روسي، وقال ضابط كبير في سلاح الجو الإسرائيلي أمس، على خلفية المناورات، إننا نستعدّ لمواجهة مخاطر متقدمة من العدو في الشمال. والأمر صار أشدّ تحدياً، فإذا كان الأمر في الماضي التواجد فوق الهدف من أجل قصفه، فإنَّ الواقع الحالي لا يتطلب التواجد فوقه.



المشهد الدولي:
• اعتبر ستافان دي ميستورا مبعوث الأمم المتحدة إلى سوريا، من ستوكهولم، إن إسقاط تركيا لطائرة روسية قرب الحدود السورية في وقت سابق هذا الأسبوع قد يضر عملية السلام السورية، وقال دي ميستورا عن المفاوضات السياسية الرامية إلى إحلال السلام أو وقف إطلاق النار: بالتأكيد لم يساعد… هناك احتمال أن يعقد ذلك، وفق وكالة "رويترز".

• اتفق الرئيسان الفرنسي فرانسوا هولاند ونظيره الروسي فلاديمير بوتين على تبادل المعلومات العسكرية بشأن عملياتهم في سوريا، وتنسيق ضرباتهما ضد تنظيم "داعش"، وشدد الرئيس الفرنسي على أنه لا مكان للأسد في مستقبل سوريا، معلناً زيادة الدعم لجماعات المعارضة التي تقاتل تنظيم "داعش"، أما بوتين فاعتبر أن الأسد حليف طبيعي في الحرب على الإرهاب، قائلاً إن الشعب السوري هو من يجب أن يحدد مصير الأسد، كما جدد الرئيس الروسي مع نظيره الفرنسي أن مصير الأسد يقرره الشعب السوري، مشيراً إلى ضرورة التدخل البري في سوريا لمكافحة الإرهابيين، على حد قوله، ومن جانبه، قال الرئيس الفرنسي إن من الواضح بالنسبة إلى فرنسا أنه لا مكان للأسد في مستقبل سوريا، وأضاف أن علينا العمل على ضمان المسار الانتقالي السياسي في سوريا وتشكيل حكومة انتقالية تمثل جميع الأطياف وتبني دستور جديد واجراء انتخابات ديمقراطية، ودون شك لا مكان للأسد في مستقبل سوريا.

• قال وزير الخارجية الفرنسي لوران فابيوس لراديو "آر.تي.إل" إن القوات على الأرض لا يمكن أن تكون من قواتنا لكن من الممكن أن يكون هناك جنود سوريون من الجيش السوري الحر ومن دول عربية سنية، ومن قوات النظام.. ولم لا؟، ولم يحدد فابيوس ما إذا كان المقصود الاستعانة بها على الفور أو على المدى الطويل، وقال مسؤول مقرب من فابيوس، في محاولة لتوضيح تصريحاته، إنه كان يؤكد موقف فرنسا المعلن منذ فترة طويلة باستحالة التعاون مع القوات الحكومية السورية في محاربة تنظيم "الدولة الإسلامية" إلى أن تتشكل حكومة وحدة وطنية، وقال المسؤول إن هذا يمكن أن يحصل فقط في إطار انتقال سياسي وفابيوس يؤكد أن الانتقال ملح ولا غنى عنه، وقال فابيوس إنه إذا أردنا التحرك من أجل سوريا حرة وموحدة فلا يمكن له (الأسد) وهو المسؤول عن مقتل 300 ألف شخص وتشريد الملايين أن يقود ذلك، ولا يمكن أن يمثل الأسد مستقبل هذا الشعب.

• قال وزير الخارجية الفرنسي لوران فابيوس إن روسيا طلبت من حكومته وضع خريطة للمواقع التي تنشط فيها المجموعات التي تحارب تنظيم "الدولة الإسلامية" في سورية حتى لا تستهدفها في غاراتها، واتفق الرئيس الروسي فلاديمير بوتين مع نظيره الفرنسي فرانسوا هولوند في الكرملين أمس على استهداف "داعش" والجماعات المشابهة له في سورية، وأشار فابيوس في تصريحات لقناة "أر تي أل" التلفزيونية الفرنسية بعد مرافقته هولوند إلى موسكو إلى أنه قد طُلب منا وضع خريطة بالجماعات غير الإرهابية التي تقاتل "داعش"، والتزم عدم قصفها ما إن نزوده بما طلب.

• قررت الحكومة الألمانية الانضمام إلى الحملة العسكرية ضد "داعش" في سوريا، وذلك بإرسال طائرات استطلاع من طراز تورنادو، وفرقاطة بحرية وطائرة تزويد وقود للمقاتلات، وجاء القرار بعد اجتماع المستشارة الألمانية أنجيلا ميركل مع وزيري الخارجية فرانك فالتر شتاينماير ووزيرة الدفاع أورسولا فون در لاين، ووصفت ميركل القرار بالصعب، لكنه ضروري، وأضافت أنه يتوجب على ألمانيا أن تساند فرنسا بعد تعرضها للهجمات الإرهابية.

• اعتبر وزير الخارجية الروسي سيرغي لافروف، أن تركيا "تخطت الحدود" بإسقاطها للقاذفة الروسية "سوخوي-24"، فوق الحدود السورية الثلاثاء الماضي، معلنا أن بلاده ستوقف العمل بنظام إعفاء الأتراك من تأشيرة الدخول إلى أراضيها اعتبارا من بداية السنة المقبلة، وقال لافروف، في لقاء مع وزير خارجية الأسد وليد المعلم، إننا نعتقد أن السلطات التركية تخطت الحدود المسموح بها، وتخاطر بوضع تركيا في موقف صعب جدا على المدى الطويل في ما يتعلق بمصالحها الوطنية، وأشار إلى أن حادث إسقاط الطائرة هو الأخطر بين البلدين منذ بدء التدخل الروسي في سوريا في نهاية أيلول/ سبتمبر، وشكك لافرور في نوايا تركيا في محاربة "الإرهاب"، قائلا: إن لدينا المزيد من التساؤلات عن نشاط أنقرة والتزامها الحقيقي باستئصال الإرهاب.. ونتساءل ما إذا كانت تركيا معنية بمحاربة الإرهاب في سوريا والإسهام في استباب الأمن والاستقرار فيه.

أعلن وزير الخارجية الفرنسي لوران فابيوس للمرة الأولى اليوم الجمعة عن إمكانية مشاركة قوات نظام الأسد في الجهود الدولية لمحاربة تنظيم الدولة في سوريا.
