ولفتت المصادر إلى أن معلومات مؤكدة تفيد بأن زعيم الجماعة الشيعية المدعومة من إيران عبدالملك الحوثي اقترح على حليفه المخلوع صالح إعلان صعدة عاصمة بديلة حتى لا يكون خيارهم الوحيد، هو الاستسلام إذا ما سقطت صنعاء بيد القوات الموالية لهادي والمدعومة من التحالف العربي.
ولفتت المصادر إلى أن المخلوع صالح رحب بالفكرة على أن يتم التأكيد بأن صعدة ستكون عاصمة مؤقتة، وذلك لتفادي النقمة الشعبية لليمنيين الذين يرون في صنعاء عاصمة تاريخية وأبدية، مشيرة إلى أن زعيم المتمردين يصر من جانبه على أن تكون صعدة عاصمة بديلة وليست مؤقتة.
ووفقاً للمصادر، فقد برر رجل إيران الأول في اليمن بأن صنعاء لم تعد تصلح كعاصمة بعد أن أصبح سكانها خليطا متعددا يغلب عليه الطابع السني، فيما صعدة تمثل "الجنس السلالي والطائفي الشيعي النقي".
وتعليقا على ذلك تحدث للعربية.نت، محلل سياسي فضل عدم الكشف عن اسمه قائلا: "اعتزام الانقلابيين الحوثيين وصالح إعلان صعدة عاصمة بديلة يؤشر إلى أنهم لا ينوون الاعتراف بقرار مجلس الأمن 2216 وتسليم صنعاء سلميا وإنما إصرارهم على المضي في خيار المواجهة، وهو ما يمثل انتحارا بالنسبة لهم ودمارا للبلد وللناس".
