وأضافت المصادر أن استمرار الخلافات وتهديد بعض الأطراف بأنها ستلجأ إلى القوة في حال إقرار القانون هما اللذان حالا دون مناقشته في الجلسة.
ويأتي إرجاء التصويت على هذا المشروع الجاهز منذ أشهر بينما أعلن 14 فصيلا منضويا ضمن مليشيا الحشد الشعبي رفضها قانون الحرس الوطني. وتقاتل مليشيا الحشد مع القوات العراقية ضد تنظيم داعش.
وقال أبو طالب السعيدي القيادي في كتائب حزب الله -وهي أحد مكونات الحشد- إن هذه الفصائل ستتصدى وبكل ما تملك للقانون إن تم تمريره. وكانت حكومة حيدر العبادي أقرت مشروع قانون الحرس الوطني في فبراير/شباط الماضي.
وفي تبريره لرفض مشروع القانون قال المتحدث باسم مليشيا الحشد الشعبي كريم النوري للجزيرة إن المشروع "يكرس الطائفية", ويجعل لكل محافظة جيشا خاصا بها, كما أنه سيؤدي إلى تمزيق العراق.
وأضاف أن حرص الولايات المتحدة وبريطانيا عبر سفيريهما في بغداد على تمرير القانون يؤكد أن المشروع مفخخ, وسيفجر العراق برمته, معتبرا أن إنشاء الحرس الوطني قد يؤدي إلى تقسيم العراق إلى ثلاثة كيانات كردي وسني وشيعي.
ومن المخطط له أن يضم هذا الجهاز عناصر الحشد الشعبي ومسلحي العشائر وعناصر الصحوات، وتتمثل مهمته في حفظ الأمن بالتنسيق مع الحكومات المحلية في بعض المحافظات المضطربة، وتحت إشراف قيادات العمليات فيها.
واعترضت أوساط سياسية وعشائرية في محافظات عراقية -بينها محافظة الأنبار غربي العراق- على ضم أفراد مليشيا الحشد للحرس الوطني، حيث ترى أن ذلك يمهد لاستنساخ الحرس الثوري الإيراني بالعراق, ويضفي مشروعية على ممارسات المليشيات.
في ظلّ تكثيف العمليات العسكرية لـ «التحالف» في اليمن، قرَّرت الأمم المتحدة استئناف مفاوضات السلام بين الأطراف اليمنيين،.
