قدم وزير الخارجية الإيراني محمد جواد ظريف يوم الجمعة رسالة إلى الأمين العام للأمم المتحدة بان جي مون يحدد فيها خطة سلام من أربع نقاط بشأن اليمن حيث تستهدف حملة ضربات جوية تقودها السعودية منذ أسابيع جماعة الحوثيين المتحالفة مع إيران.
وتدعو الخطة التي أعلن عنها ظريف في باكستان في وقت سابق هذا الشهر إلى وقف فوري لإطلاق النار وإنهاء كل الهجمات العسكرية الأجنبية وتقديم المساعدات الإنسانية واستئناف حوار وطني واسع وتشكيل حكومة وحدة وطنية شاملة.
وجاء في رسالة ظريف التي حصلت رويترز على نسخة منها "يتعين على المجتمع الدولي أن يشارك بشكل أكثر فعالية في وضع حد للهجمات الجوية العبثية وإعلان وقف إطلاق النار وضمان وصول المساعدات الإنسانية والطبية لشعب اليمن واستعادة السلام والاستقرار إلى هذا البلد من خلال الحوار والمصالحة الوطنية دون أي شروط مسبقة."
ولم يبد دبلوماسيون غربيون وعرب اهتماما يذكر بالخطة الايرانية قائلين إنهم لا يعتبرون ايران وسيط سلام محايدا في اليمن.
وأكد مسؤولو الأمم المتحدة تسلم الخطاب وقالوا إن ايران طلبت توزيعه على الدول أعضاء مجلس الأمن الدولي وعددها 15. ولم يتضح كيف سيتعامل المجلس مع المقترح.
وتشن دول عربية غارات جوية على الحوثيين دعما للمسلحين الذين يقاومون تقدم الحوثيين.
ودعا الأمين العام للأمم المتحدة يوم الخميس الى وقف فوري لإطلاق النار من "جميع الأطراف" في اليمن وهي المرة الأولى التي يوجه فيها مناشدة من هذا النوع منذ بدء الضربات الجوية التي تقودها السعودية ضد المقاتلين الحوثيين.
وحذرت ايران من ان عدم الاستقرار يتيح للجماعات الارهابية موطيء قدم في اليمن.
وقال ظريف في رسالته "هذا الوضع الحرج يتصاعد والازمة الانسانية في اليمن تقترب من حدود الكارثة."
وأضاف قوله "قد يؤدي ذلك الى تفاقم الوضع المتوتر بالفعل في منطقة منكوبة بواحد من أكثر أنواع التطرف وحشية وحملة شريرة متعددة الاطراف من ارهابيين مدعومين من أطراف خارجية."
ويوجد في اليمن واحد من أكثر أجنحة تنظيم القاعدة خطورة يتحصن أفراده في المناطق الجبلية وتستهدفهم منذ سنوات ضربات جوية أمريكية بطائرات بدون طيار.
وقالت الامم المتحدة إن نحو 150 ألف شخص نزحوا من منازلهم نتيجة للضربات الجوية التي بدأت منذ ثلاثة اسابيع الى جانب الاشتباكات بين الفصائل المختلفة في حين قتل أكثر من 750 شخصا. وحسب عضو المركز الإعلامي لكتلة أحرار حماة أبو فاروق الحموي، فإن قوات النظام قامت الاثنين الماضي بإغلاق مداخل المدينة ومخارجها، ومنعت دخول أو خروج أي شخص من وإلى المدينة.
ويضيف في حديث للجزيرة نت "كان جواب عناصر النظام على الحواجز لدى سؤال الناس عن سبب تلك التحصينات أن مدينة حماة أصبحت منطقة عسكرية بالكامل، كما بدأت قوات النظام إغلاق الطرق من الساعة السابعة مساء، فارضة حظر تجوال يستمر حتى الثامنة صباحا، يتزامن كل هذا مع تدقيق كبير على الحواجز داخل المدينة، حيث يتم تفتيش السيارات والاطلاع على البطاقات الشخصية للمواطنين".
ويتابع "جرت حملة مداهمات واعتقالات في عدة أحياء من المدينة كحي جنوب الملعب والقصور والبياض وتم تغيير الضباط المسؤولين عن الحواجز واستبدالهم بضباط آخرين، كما قاموا بتحصين السواتر الترابية ،وتم رفعها بشكل كبير على الحواجز".
تعميم وتخوف
وحصل المركز الإعلامي لكتلة أحرار حماة على نسخة من التعميم الصادر عن قيادة شرطة محافظة حماة بتاريخ 11 من الشهر الجاري الذي توجه فيه القيادة تحذيرا إلى وحداتها في المدينة بشأن احتمال حصول اقتحام من قبل "تنظيم داعش الإرهابي وذلك بالاعتماد على الخلايا النائمة ضمن مدينة حماة".
وحسب نص التعميم المذكور، فإن الهجوم الذي تتوقعه قوات النظام على مدينة حماة سيتزامن مع "فتح عدة جبهات ومنها جبهة الغاب ومحاولة قطع الإمداد عن منطقة جسر الشغور-أريحا-المسطومة، وكذلك فتح جبهة تلملح-الجبين-الحماميات، من خلال بلدات كفرزيتا-اللطامنة-الهبيط التي تسيطر عليها المجموعات الإرهابية المسلحة".
ويرى أبو محمد الحسني -القائد اللوجستي للواء سور العاصي- أن في التعميم ما يثير شكوكا، فهو بحسبه يفترض تنسيقا بين التنظيم وجبهة النصرة وفصائل أخرى "والواقع أنه لا يوجد أي تنسيق معهم والتنظيم على عداء مع تلك الجهات الأخرى، إضافة إلى أن الاقتحام في حال حصوله لا يحدد موعده مسبقا بتاريخ محدد"، حسب قوله.

شائعات
ما يحصل من إجراءات مشددة للنظام ترافق مع انتشار شائعات كبيرة بين الناس بقرب دخول قوات المعارضة المدينة، وأصبح ذلك حديث الشارع وشغله الشاغل، وبات كثيرون يأخذون احتياطاتهم فقاموا بشراء المواد التموينية والأدوية الضرورية بكميات كبيرة تحسبا لما قد يجري.
لكن زياد الحموي -ناشط من المدينة- يؤكد أنه تواصل مع عدد من قادة الجيش الحر في المحافظة وسألهم عن مدى صحة نيتهم للدخول إلى المدينة، فكان جوابهم بالنفي وبأنهم حاليا لا يملكون القدرة من حيث العتاد والسلاح للدخول في معركة كهذه، حسب قوله.
وأضاف الحموي للجزيرة نت "حاول الكثير من ناشطي المدينة طمأنة أهالي حماة على صفحات التواصل الاجتماعي بإصدار بيانات بهذا الخصوص، وإثبات أن كل ذلك مجرد شائعة من النظام ولا أصل له من الصحة، ولكن ما يجري في المدينة من تشديد وإجراءات أمنية يعزز تلك الرواية لدى الناس ويخلق أجواء متزايدة من الترقب والتوتر.
