سبعون قتيلا للجيش والحشد بالأنبار
26/7/2015 م. الساعة 19:00 أفاد مراسل الجزيرة بمقتل نحو ستين من الجيش العراقي ومليشيا الحشد الشعبي اليوم في هجمات لتنظيم الدولة بجامعة الأنبار جنوبي الرمادي. وقتل 12 جنديا في قصف صاروخي قرب الفلوجة.
تسلم الأمين العام لجامعة الدول العربية الدكتور نبيل العربي رسالة من الأمين العام للأمم المتحدة بان كي مون نقلها مبعوثه الخاص باليمن إسماعيل ولد الشيخ أحمد الذي التقى العربي في القاهرة أمس، تتضمن عددا من الأفكار والمقترحات لإيجاد مخرج للأزمة الحالية في اليمن بحثا عن حل سياسي لها.
في غضون ذلك، دعا هادي إليامي رئيس لجنة حقوق الإنسان العربية، كافة هيئات حماية حقوق الإنسان الدولية، للتحرك الفوري للتحقيق في الجرائم التي تم ارتكابها في اليمن من قبل الميليشيات الحوثية، مطالبا كافة الهيئات المسؤولة عن تقديم الإغاثة والدعم، بتكثيف جهودها لتطويق الأزمة الإنسانية الصعبة التي يرزح تحتها ملايين السكان المدنيين. وقد بدأ برنامج الأغذية العالمي التابع للأمم المتحدة توزيع مساعدات غذائية على نحو 340.000 شخص في ثمانٍ من أكثر المناطق تضررًا جنوبي محافظة عدن اليمنية.
وقال المبعوث الأممي الخاص باليمن في مؤتمر صحافي مشترك عقده أمس مع الأمين العام للجامعة العربية «إن هناك تطابقا في وجهات النظر باعتبار أن الحل السياسي هو الحل الوحيد للأزمة اليمنية»، مضيفا أنه «تتشارك الجامعة العربية والأمم المتحدة في هذا الشأن». وكشف ولد الشيخ أحمد النقاب عن أهم النقاط التي عرضها على الجامعة العربية بشأن الحل السياسي في اليمن، منها إرسال مراقبين تحت مظلة الأمم المتحدة، قائلا: «نرى أنهم مستقبلا يمكن أن يكونوا مساعدين على التوصل إلى الحل السياسي ونرى أنه لن يحدث ذلك إلا بالتنسيق مع الجامعة العربية، لكن هناك نقاطا مختلفة نتحدث عنها وهناك تطابق كبير في الآراء».
وأعرب ولد الشيخ أحمد عن شكره للأمين العام للجامعة على الدعم الكبير الذي يحصل عليه خاصة فيما يتعلق بالحل السياسي الذي نطمح إليه.
وحول النقاط التي طرحها على الأمين العام، قال ولد الشيخ أحمد إنه بعد اجتماع جنيف كان هناك نواحٍ مختلفة إيجابية وتم بلورة بعض الأفكار التي يمكن أن نحصل من خلالها على الحل السياسي ومنها تطبيق القرار 2016 فيما يتعلق بالانسحاب ووقف إطلاق النار وليس فقط هدنة وكذلك إرسال مراقبين على الأرض وتوصيل المساعدات الإنسانية والرجوع إلى العملية السياسية السلمية في اليمن والتي ترتكز على ثلاث ركائز أساسية وهي المبادرة الخليجية والحوار الوطني وقرارات مجلس الأمن.
وحول دور المراقبين في تثبيت الهدنة، قال: «إننا لا نتكلم عن جيش أو مراقبين عسكريين وإنما نتكلم عن مراقبين في الأمم المتحدة وبتنسيق مع الجامعة العربية وبعض الدول الإسلامية ولكن هذا لا يمكن أن يحدث إلا إذا كان جزءا من اتفاقية سياسية شاملة ما بين الأطراف». وتابع ولد الشيخ أحمد لكن أعتقد أن ما رأيته مؤخرا في زيارتي للرياض وحديثي مع الأحزاب السياسية أن هناك بوادر إيجابية في هذا الشأن.
من جانبه، قال الأمين العام للجامعة نبيل العربي «إنه لا بد أن يكون من الواضح أن المراقبين العرب والإسلاميين تحت مظلة الأمم المتحدة هو أمر مطروح لكن يجب أن يكون هناك وقف إطلاق النار وإطلاق عملية سياسية حتى يمكن إيفاد المراقبين»، منوها بالدور الذي يقوم به المبعوث الأممي ولد الشيخ أحمد لتسوية هذه الأزمة التي استمرت أربعة شهور حتى الآن، موضحا أنه جاء في وقت صعب وليس من السهولة أن «يمسك جميع الخيوط في يده» نظرا لوجود عمليات عسكرية على الأرض، رغم ذلك فإنه يقوم بدور هام وقد قدمت له الشكر الجزيل باسم الجامعة العربية على كل ما يقوم به من جهود.
وقال هادي إليامي رئيس لجنة حقوق الإنسان العربية «لجنة الميثاق» في بيان له حصلت «الشرق الأوسط» على نسخة منه، إنه التقى بوزير حقوق الإنسان في اليمن عز الدين الأصبحي في العاصمة السعودية الرياض، جرى خلال اللقاء استعراض الوضع المأساوي الذي يعيشه اليمن جراء الانتهاكات الممنهجة التي قامت بها جماعة الحوثيين والقوات الموالية للرئيس السابق ضد المدنيين الأبرياء، مؤكدا دعم مسار حقوق الإنسان باليمن، وتلبية دعوة الحكومة اليمنية إلى زيارة عدن وتعز وكل المناطق اليمنية.
كما شدد على أن لجنة حقوق الإنسان العربية تعتبر أن التمرد المسلح الذي تقوده جماعة الحوثيين والقوات الموالية للرئيس اليمني السابق علي عبد الله صالح، تهديد خطير وجسيم لجملة الحقوق والحريات الواردة في الميثاق العربي لحقوق الإنسان ومعايير حقوق الإنسان العالمية.
وأضاف إليامي، أن التمرد المسلح يشكل اعتداء مباشرا ومتواصلا على حق الشعوب في تقرير مصيرها، وعلى الأخص حرية الشعب اليمني في اختيار نمط نظامه السياسي، وحقه في العيش تحت ظل السيادة الوطنية والوحدة الترابية والتي جاءت في مقدمة الحقوق الواردة في الميثاق العربي لحقوق الإنسان.
ولفت إليامي إلى أن عملية تحرير مدينة عدن كشفت عن أنماط الجرائم المنهجية المرتكبة من جانب التمرد المسلح والتي شملت القصف العشوائي للمدنيين وللأعيان والممتلكات المدنية، وإعدامات خارج القانون، والقصف المباشر للأحياء السكنية، فضلا عن الحصار المفروض على المدن اليمنية الأخرى وأعمال الاعتقال للسكان المدنيين.
في سياق متصل، يقوم شركاء برنامج الأغذية العالمي بتوزيع حصص غذائية تكفي لمدة شهرين في مناطق: كريتر، ودار سعد، والتواهي، وخور مكسر، والمعلا، والمنصورة، والبريقة، ومديرية الشيخ عثمان، حيث لم يتسن الوصول إلى تلك المناطق باستثناء واحدة (المنصورة) منذ شهر أبريل (نيسان) الماضي، وتشمل المساعدات الغذائية دقيق القمح والبقول وزيت الطهي.
وقال مهند هادي، المدير الإقليمي لبرنامج الأغذية العالمي لمنطقة الشرق الأوسط وشمال أفريقيا وشرق أوروبا ووسط آسيا: «نحن نتحدى الصعاب كي نصل إلى عشرات الآلاف من الناس الذين سيعانون الجوع إذا لم يتلقوا مساعدات غذائية».
وأضاف: «نحن نعمل للتغلب على انعدام الأمن ونقاط التفتيش والكثير من العقبات الأخرى في اليمن من أجل الوصول إلى الأسر اليائسة غير القادرة على إطعام أطفالها».
جدير بالذكر أن برنامج الأغذية العالمي، قد قام من قبل بتوصيل مساعدات غذائية إلى ميناء عدن الأسبوع الماضي عبر ثلاث سفن مستأجرة، رست في ميناء البريقة النفطي في عدن وكانت محملة بما مجموعه 6800 طن متري من الغذاء – وهو ما يكفي لتقديم المساعدة الطارئة لنحو 400000 شخص لمدة شهر.
